By Ma Qun
Abstract: On October 17, 2026, the National Committee of the China Democracy Party held a solidarity demonstration in front of the Consulate-General of the People’s Republic of China in Los Angeles, paying attention to the fraud case brought against Pastor Gao Quanfu of the Xi’an Light of Zion Church and his wife Pang Yu. Participants questioned the legal basis for identifying believers’ voluntary tithes and offerings as proceeds of fraud, calling on relevant authorities to try the case fairly, safeguard the legitimate rights and interests of the parties involved, and respect freedom of religious belief.
[Los Angeles] On the afternoon of October 17, 2026, the National Committee of the China Democracy Party held a solidarity demonstration in front of the Consulate-General of the People’s Republic of China in Los Angeles, calling on the international community to pay attention to the fraud case brought against Pastor Gao Quanfu of the Xi’an Light of Zion Church and his wife Pang Yu, and to safeguard the legitimate rights and interests of the parties involved.
Born in 1957, Gao Quanfu is a pastor at the Xi’an Light of Zion Church. Gao Quanfu was taken away from his home on May 16, 2025, and his wife Pang Yu was taken away in June of the same year. In January of this year, Gao Quanfu, Pang Yu, and Tang Bingyi were charged with fraud.
The prosecution materials bear the case reference number Beilin Jian Xing Su 〔2025〕 Z12. According to the organizers, the prosecution recommended a sentence of 12 to 13 years’ imprisonment for Gao Quanfu. The case involves approximately 25.526 million yuan in church tithes and offerings since 2008, which were identified as proceeds of fraud. The family members object to this, arguing that these funds constitute religious offerings from believers. The case is currently being tried by the Beilin District People’s Court of Xi’an City, and no notice of trial had been received as of the time the demonstration was held.
Jiang Junliang, the host of the event, raised doubts regarding the fraud charges during his speech. He stated:
“To constitute the crime of fraud under criminal law, a fraudster must fabricate facts, and the victim must hand over property as a result of being deceived. But in this case, who is the victim?”
Jiang Junliang further stated: “Voluntary giving is not being deceived, and devout faith is by no means a crime.”
He called on the relevant authorities to review the facts of the case in accordance with the law and to protect the legitimate rights and interests of the parties involved.
Calling for Respect for Freedom of Religious Belief

“Religion tells people that the universe is not merely a collection of matter accumulated by chance, nor is human life simply a process of eating, drinking, seeking pleasure, and ultimately returning to dust. Human beings possess a soul, conscience, and dignity.”
He further stated: “True faith leads people to realize that the Party is not God, government is not ultimate truth, material existence may not be the entirety of being, and no political power should forcibly dominate human conscience.”

“Faith is no crime; tithing and offering is not fraud!”
He stated that normal religious activities should not become grounds for improper criminal prosecution, and called on the outside world to continue paying attention to the situation of Gao Quanfu, Pang Yu, and Tang Bingyi.

“Even as to what you are allowed to believe in, they reach their hands into churches and temples, forcing you to believe in the faith held in their hands!”
He called on the public to pay attention to the basic freedoms of Chinese citizens, as well as the rights that religious personnel ought to enjoy in judicial proceedings.

“Everyone possesses freedom of thought from birth. No government is qualified to decide what is in our minds, nor is any government qualified to judge our beliefs.”
Huang Jizhou also pointed out: “This judgment and decision can only be made by ourselves, and must never be made for us by a regime.”

According to the event organizers, on October 3, 2026, relevant case materials were submitted to the Congressional-Executive Commission on China (CECC). The letter raised two requests: first, to include Gao Quanfu and Pang Yu in the relevant political prisoner database; second, to inquire with the Chinese side as to whether the Beilin District People’s Court has set a trial date, and whether defense attorneys can currently meet with the clients in accordance with the law. The purpose of this demonstration was to draw sustained international attention to the case of Gao Quanfu and Pang Yu. Spokespersons at the event called on the relevant authorities to handle the case fairly and in accordance with the law, safeguard the defendants’ right to defense and their attorneys’ right to counsel visits, and respect citizens’ freedom of religious belief.
