——立刻停止對邢望力先生的一切變相體罰與非人道肉體折磨;
——杜絕任何形式的奴工和強迫勞動行為,保障在囚人員的基本人權;
——切實改善監獄伙食與醫療條件,確保邢望力先生獲得基本的營養和必要的醫學治療;

Solidarity with Xing Wangli: A Call for Sanmenxia Prison to Safeguard the Human Rights of Inmates
By Guan Yongjie
Abstract: Overseas human rights activists gathered in San Jose to show solidarity with Chinese human rights defender Xing Wangli, who has suffered corporal punishment, forced labor, and atrocious treatment. They called on Henan Sanmenxia Prison to stop the abuse, improve medical care and meals, and safeguard the basic human rights of incarcerated individuals.
Recently, reports regarding the inhumane treatment of renowned Chinese human rights defender Xing Wangli while in prison have drawn widespread attention from overseas media. According to public disclosures by his son, Xing Jian, who currently lives in exile overseas, Xing Wangli was transferred from Zhumadian Prison to Sanmenxia Prison on August 20, 2026. On October 20, when family members visited the prison, they were shocked to learn that Xing Wangli had been subjected to extremely severe inhumane treatment following his transfer.

It is reported that upon his arrival at Sanmenxia Prison, simply because he scratched his skin due to an itch, the prison administration section subjected Xing Wangli to punishment. He was forced to hold his hands above his head in a surrender posture for over ten hours a day, a torment that lasted for five consecutive days. Furthermore, the prison forced him to engage in heavy physical labor for over 15 hours a day, causing blood blisters on his hands. Compounded by deplorable meal conditions, he suffered dual devastation both physically and mentally. Facing his visiting wife, this resilient man—who had repeatedly spoken out for vulnerable groups—said in tears: “I can’t survive in here any longer.”
Mr. Xing Wangli’s health and life safety are currently facing imminent threats. To express deep concern and solidarity for Mr. Xing Wangli, who is held in Sanmenxia Prison in Henan Province, Li Haifeng, head of the Northern California branch of the Chinese Democracy & Human Rights Alliance, initiated a rally. On the afternoon of October 25, numerous individuals concerned with the rule of law and human rights gathered at San Jose City Hall Plaza. Participants included Yang Kun and Sheng Hu from the Chinese Democracy & Human Rights Alliance; Hui Rutao and Yao Rongtao from the San Francisco Chapter of the Democratic Party of China; as well as He Dongling and Miao Miao, among others.
At the rally, individuals knowledgeable about the conditions inside Chinese domestic prisons and detention centers, such as Yao Rongtao, Sheng Hu, and Yang Kun, shared their observations and experiences. They pointed out that in certain local detention facilities, the living environment for detainees is extremely harsh. Daily schedules and dietary management are conducted in brutal ways. For instance, detainees are forced to wake up at 6:00 AM every morning, while dinner ends as early as 4:30 PM. The meals consist almost entirely of unnutritious cabbage, tofu, and rice. In some places, to break the spirits and stamina of detainees, salt is deliberately omitted from the food, leaving people in a prolonged state of physical weakness and listlessness. Regarding sleep and medical care, a sleep deprivation mechanism known as the rotating “airplane shift” system—requiring detainees to take two-hour night-watch shifts—prevents any restful sleep. When contagious diseases occur, there is a total lack of basic isolation; uncooperative detainees who refuse to plead guilty are sometimes intentionally crammed onto shared sleeping platforms with patients suffering from gonorrhea or syphilis. When detainees fall ill, they receive no effective treatment; whether suffering from a cold or diarrhea, they are uniformly given two pills of an unspecified “all-purpose” medication. These dark unwritten rules confirm that the corporal punishment and abuse currently experienced by Mr. Xing Wangli are by no means isolated incidents.
Subsequently, attendees He Dongling, Miao Miao, and Hui Rutao shared their perspectives from different angles, expressing profound concern over current realities such as the black-box nature of grassroots law enforcement, the obstruction of rights-defense channels, and the lack of effective supervision over local authority.

At the conclusion of the rally, the attendees reached a consensus. Everyone agreed that the statutory rights of any incarcerated person should not be arbitrarily stripped away. The corporal punishment, excessively long working hours, and inferior meal arrangements imposed on Xing Wangli by certain managerial staff at Sanmenxia Prison constitute severe violations of the clear provisions in the Prison Law of the People’s Republic of China regarding the prohibition of corporal punishment and abuse, as well as the guarantee of living standards for prisoners. The overstepping and illegal conduct of local law enforcement agencies must be subjected to public oversight and corrected by superior authorities.
Based on respect for the rule of law and adherence to fundamental humanitarian principles, the participants issued a direct joint appeal through this rally and overseas media to Henan Sanmenxia Prison, the Henan Provincial Prison Administration Bureau, and higher-level judicial supervisory authorities:
— Immediately cease all disguised forms of corporal punishment and inhumane physical abuse against Mr. Xing Wangli;
— Eradicate any form of slave labor and forced labor, and safeguard the basic human rights of incarcerated individuals;
— Earnestly improve prison meal and medical conditions, ensuring that Mr. Xing Wangli receives basic nutrition and necessary medical treatment;
— Grant incarcerated individuals basic dignity, and protect their unalienable right to life and health during their imprisonment.
Participants stated that they do not wish to see unlawful enforcement by any local prison turn into an irremediable tragedy. Overseas communities will continue to monitor Sanmenxia Prison’s performance of the aforementioned statutory obligations until Mr. Xing Wangli’s situation sees substantial improvement.
