【《在野党》旧金山讯】2026年7月26日下午，在中共所谓“八一建军节”九十九周年即将到来之际，中国民主党旧金山党部在中国驻旧金山总领事馆前举行和平抗议集会。活动以“反对中共匪军绑架国家，抗议中共党卫军镇压人民”为主题，通过主题演讲、行为艺术和集体呼喊口号等方式，呼吁中国实现军队国家化，结束“党指挥枪”的党卫军体制，让军队真正回归国家、忠于人民。

下午两点，参加活动的民主人士陆续来到中国驻旧金山总领事馆前。活动现场悬挂起“军队属于国家，不属于共产党”“军队国家化，反对党卫军”等大型横幅，吸引了不少过往车辆和行人驻足关注。
本次活动由中国民主党成员张鹏展主持。他表示，希望所有参与者以和平、理性的方式表达诉求，并通过这场活动，让更多国际社会人士关注中国军队长期党化所带来的政治与社会问题。

活动伊始，中国民主党旧金山党部宣传部部长缪青首先发表主题演讲。他表示，现代国家的军队属于国家、属于全体人民，而不是任何一个政党。军队应当忠于宪法和法律，以维护国家安全、保障人民生命财产和维护社会稳定为职责，而绝不能沦为维护一党统治的工具。
缪青指出，在世界绝大多数现代法治国家，军队都接受国家宪法和文官政府领导，而不是效忠某一个执政党。他认为，军队国家化不仅是现代文明国家的共同原则，也是未来中国实现民主、法治和宪政的重要前提。
他还向中国现役军人发出公开呼吁，希望广大军人珍惜军人的荣誉，坚持良知与责任，把国家利益和人民利益放在首位，与人民站在一起，为中国未来走向自由民主贡献自己的力量。

活动期间，现场还举行了一场行为艺术表演。表演者通过夸张的肢体动作和角色扮演，讽刺军队政治化、党卫军化的现象，引来不少路人驻足观看，不少过往车辆鸣笛表示回应。

中国民主党旧金山党部女权部部长罗艳丽随后发表讲话。她表示，今年是所谓“八一建军节”九十九周年。许多人或许认为这是一个属于军队的节日，但更值得思考的是：军队究竟属于谁？属于国家、属于人民，还是属于某一个政党？
她指出，现代文明国家普遍遵循一个基本原则，国家军队应当忠于宪法、忠于国家、忠于人民，而不是忠于任何执政党。然而，中共长期坚持“党指挥枪”，将军队定义为党的武装力量，而不是国家军队，使军队首先维护的是党的执政地位，而不是人民赋予它的职责。

随后，中国民主党旧金山党部活动部部长郭志军用英文发表演讲，向国际社会介绍当天活动的宗旨。
他说，一支真正属于国家的军队，应当承担保卫国家、保护人民生命财产安全的使命，而不是服务于任何政党的政治利益。中国军人的忠诚，应当属于国家、属于人民，而不是属于共产党。
郭志军表示，一个现代国家需要的是一支独立、中立、专业的国防力量，而不是一支承担政治任务的党卫军。他呼吁国际社会持续关注中国的人权状况以及中国军队政治化问题，并用英文再次向现场外国人士阐述了军队国家化的重要意义。

中国民主党党员唐奇发表演讲。他提出三项主张：第一，实现军队国家化，让军队真正回归国家和人民；第二，停止军事恫吓，维护台海及地区和平；第三，保障公民基本权利，尊重言论自由、宗教自由和结社自由。他强调，一个国家真正的强大，不是依靠武力维系统治，而是建立在自由、法治与人民信任之上。

中国民主党成员周小俊在发言中表示，国家不属于任何党派，军队更不能成为镇压人民的工具。
周小俊表示，今天海外民主人士站出来发声，不只是为了表达抗议，更是为了替那些无法公开表达意见、无法自由发声的中国人民说出他们想说的话。他相信，自由与民主终将成为中国社会的发展方向。

活动最后，全体参加者在主持人的带领下，共同高呼当天集会主题口号：
“军队属于谁？” “属于国家！属于人民！”
“忠于什么？” “忠于国家！忠于人民！”
随后，现场持续响起：“军队属于国家，不属于政党！”“军队国家化，反对党卫军！”“枪口抬高一寸，是责任，更是良知。”“枪口抬高一寸，是担当，更是使命。”“忠于国家，忠于人民，是军人的天职。”“军人的荣誉，在于守护人民，而非伤害人民。”等口号，声音响彻中国驻旧金山总领事馆前。
活动在全体人员合影留念后圆满结束。
主办方表示，在中国共产党建军九十九周年前夕举办此次和平抗议，并非反对军人这一职业，而是反对军队长期沦为一党专政的工具。他们希望借助海外民主运动的平台，向国际社会持续传递一个清晰的信息：现代国家的军队应当属于国家，属于人民，而不是属于任何政党。只有实现军队国家化，建立真正忠于宪法、忠于人民的现代军队，中国才有可能迈向民主、法治与宪政的未来。
活动结束之后，记者采访了中国民主党旧金山党部副秘书长李树青，他表示，军队国家化不仅是现代民主国家普遍遵循的制度原则，也是建设法治中国、宪政中国的重要基础。只有军队真正属于国家、忠于人民，中国才能建立更加稳定、公正和开放的现代政治制度。

Protest Rally Held in San Francisco: Demanding Nationalization of the Armed Forces, Opposing the CCP’s Party-Guard System

[The Opposition Party, San Francisco] On the afternoon of July 26, 2026, on the eve of the upcoming 99th anniversary of the CCP’s so-called “August 1st Army Day,” the San Francisco Chapter of the China Democracy Party held a peaceful protest rally in front of the Chinese Consulate-General in San Francisco. Under the theme “Oppose the CCP Bandit Army’s Hijacking of the Nation, Protest the CCP Party-Guard Suppression of the People,” the event called for China to achieve the nationalization of its military, end the party-guard system of “the Party commanding the gun,” and allow the military to truly return to the state and remain loyal to the people through keynote speeches, performance art, and collective chanting of slogans.

At 2:00 PM, participating pro-democracy activists arrived one after another in front of the Chinese Consulate-General in San Francisco. Large banners reading “The Military Belongs to the Nation, Not the Communist Party” and “Nationalize the Armed Forces, Oppose the Party Guard” were hung at the rally site, attracting the attention of many passing vehicles and pedestrians.
The event was hosted by Zhang Pengzhan, a member of the China Democracy Party. He expressed the hope that all participants would express their demands in a peaceful and rational manner, and that through this event, more members of the international community would pay attention to the political and social issues caused by the long-term party-politicization of China’s military.

At the beginning of the event, Miao Qing, Director of the Propaganda Department of the San Francisco Chapter of the China Democracy Party, delivered the opening keynote speech. He stated that the military of a modern nation belongs to the state and to all the people, not to any single political party. The military should be loyal to the constitution and the law, with the duties of safeguarding national security, protecting the lives and property of the people, and maintaining social stability, and must never degenerate into a tool for maintaining one-party rule.
Miao Qing pointed out that in the vast majority of modern constitutional nations around the world, the military accepts the leadership of the national constitution and the civilian government, rather than pledging allegiance to a specific ruling party. He argued that the nationalization of the armed forces is not only a common principle among modern civilized nations, but also an essential prerequisite for China to achieve democracy, the rule of law, and constitutionalism in the future.
He also issued a public appeal to China’s active-duty military personnel, hoping that the broad ranks of soldiers would cherish their military honor, uphold their conscience and responsibility, place national and public interests above all else, stand with the people, and contribute their own strength to China’s future movement toward freedom and democracy.

During the event, a performance art piece was also held on site. Through exaggerated physical movements and role-playing, the performers satirized the phenomenon of military politicization and party-guard transformation, drawing many passersby to stop and watch, with numerous passing vehicles honking their horns in support.

Luo Yanli, Director of the Women’s Rights Department of the San Francisco Chapter of the China Democracy Party, spoke next.
She noted that this year marks the 99th anniversary of the so-called “August 1st Army Day.” While many might consider this a holiday belonging to the military, it is even more worth reflecting on: To whom does the military actually belong? Does it belong to the nation, to the people, or to a single political party?
She pointed out that modern civilized nations universally follow a fundamental principle: the national military should be loyal to the constitution, the nation, and the people, rather than to any ruling party. However, the CCP has long adhered to the principle that “the Party commands the gun,” defining the military as the armed force of the Party rather than a national military. This causes the military to primarily safeguard the ruling status of the Party rather than the duties entrusted to it by the people.

Subsequently, Guo Zhijun, Director of the Events Department of the San Francisco Chapter of the China Democracy Party, delivered a speech in English to introduce the purpose of the day’s event to the international community.
He said that a military truly belonging to the nation should undertake the mission of defending the country and protecting the lives and property of the people, rather than serving the political interests of any party. The loyalty of Chinese soldiers should belong to the nation and the people, not to the Communist Party.
Guo Zhijun stated that what a modern state needs is an independent, neutral, and professional defense force, not a party guard tasked with political assignments. He called on the international community to maintain continuous attention on China’s human rights situation and the issue of military politicization, and once again explained the significance of military nationalization in English to the foreign audience present.

CDP member Tang Qi delivered a speech presenting three main propositions: First, achieve the nationalization of the armed forces, allowing the military to truly return to the state and the people; second, cease military intimidation and maintain peace across the Taiwan Strait and in the region; third, guarantee citizens’ basic rights and respect freedom of speech, freedom of religion, and freedom of association. He emphasized that the true strength of a nation relies not on force to sustain rule, but on being built upon freedom, the rule of law, and public trust.

CDP member Zhou Xiaojun stated in his speech that the nation does not belong to any party, and the military must not become a tool for suppressing the people.
Zhou Xiaojun said that overseas pro-democracy figures standing up to speak out today are doing so not just to voice protest, but to speak for those Chinese people who cannot express their views publicly or speak freely. He expressed confidence that freedom and democracy will ultimately become the direction of development for Chinese society.

At the conclusion of the event, led by the host, all participants collectively shouted the theme slogans of the rally:
“Whom does the military belong to?” — “It belongs to the nation! It belongs to the people!”
“To whom are they loyal?” — “Loyal to the nation! Loyal to the people!”
Subsequently, slogans resonated continuously in front of the Chinese Consulate-General in San Francisco:
“The military belongs to the nation, not to political parties!”
“Nationalize the armed forces, oppose the party guard!”
“Raising the muzzle by an inch is a duty, and even more a conscience.”
“Raising the muzzle by an inch is a responsibility, and even more a mission.”
“Loyalty to the nation and loyalty to the people is the soldier’s sacred duty.”
“The honor of a soldier lies in protecting the people, not harming the people.”
The event concluded successfully after a group photo of all attendees.
The organizers stated that holding this peaceful protest on the eve of the 99th anniversary of the founding of the Chinese Communist Party’s military was not meant to oppose the profession of soldiering itself, but to oppose the military being reduced long-term to a tool of one-party dictatorship. They hope to use the platform of the overseas democracy movement to continuously convey a clear message to the international community: the military of a modern nation should belong to the state and to the people, not to any political party. Only by achieving the nationalization of the armed forces and establishing a modern military truly loyal to the constitution and the people can China move toward a future of democracy, the rule of law, and constitutionalism.
After the event, the reporter interviewed Li Shuqing, Deputy Secretary-General of the San Francisco Chapter of the China Democracy Party. He stated that the nationalization of the armed forces is not only a institutional principle universally followed by modern democratic states, but also an important foundation for building a China governed by law and constitutionalism. Only when the military truly belongs to the nation and remains loyal to the people can China establish a more stable, just, and open modern political system.
