2026年4月25日,中国民主党洛杉矶全委会在中国驻洛杉矶领事馆前举办第787次“茉莉花行动”,声援程方维——抗议中共跨国镇压。
此次集会旨在持续关注近年来日益受到国际社会关注的跨国镇压问题,以及由此引发的言论自由、人权保障与司法程序正义等议题。与会者认为,当公民在海外的表达也可能面临回溯性打压时,这不仅影响个体安全,也对全球范围内的言论空间构成挑战。呼吁各界人士关注相关个案与制度性问题,停止秘密审判,立刻无罪释放程方维!抗议株连家属,还人民以自由与尊严!关闭再教育集中营,停止对维吾尔等少数民族的系统性迫害!
主持人吕聪发言:程方维是一名充满良知的汉族青年,拥抱不同的信仰,在海外自由的土地上,为遭遇系统性迫害的新疆少数民族同胞公开发声。没有公开审判,没有判决书,只有黑箱操作下长达六年的重刑,以及一项莫须有的“分裂国家罪”。值得警惕的是,这样的打压并没有局限在单一国家内部,而是正在跨越边界,向海外不断延伸与扩散。
主持人郑州发言:如果一个年轻人,仅仅因为试图保护家人,关心弱势群体,表达同情与善意就被视为威胁,那么真正值得反思的,究竟是个人,还是背后的体制?

民主党成员姜俊良发言:这不仅仅是程方维一个人的悲剧!这是悬在我们每一个海外华人、每一个留学生头顶的屠刀!这是中共将黑手伸向海外、对觉醒青年进行“跨国镇压”的铁证! 他们想用这六年的重刑告诉我们什么?他们想让我们恐惧,想让我们闭嘴,想让我们在看到同胞受苦时,选择冷漠地转过头去! 我们不禁要问:到底是谁在分裂国家?!是一个试图保护父母、声援弱势群体的年轻学子吗?不!真正分裂国家的,是那些建起高墙、制造仇恨与隔离的强权!

民主党员肖家城发言: 程方维因言获罪,因为表达不同意见获刑,对此我表示强烈谴责和抗议。抗议执政当局的危权高压统治,这个分裂国家的罪名我表示严重的怀疑,这个高度正确,绝对先进的党,怎能害怕一个区区的留学生?!要对他施以重刑!以程方维为例,任何反对这个独裁政府的人都可能被迫害!让我们一起行动起来为程方维发声,让这样的迫害打击不再上演!

民主党员李语心发言:今天我们在这里为程方维发声,他因为观点表达被判重罪,没有公开透明的审判,没有清晰可见的程序,这让人无法信服。如果表达需要付出自由的代价,那沉默就会成为唯一的选择,但我们不能接受这一点。今天我们站在这里,是为了守护一个最基本的底线:表达不应被定罪,程序应该公开透明。

活动负责人倪世成发言:他们之所以被镇压,是因为中国的集权独裁政策让中国人民没有了言论自由和集会自由。希望大家从自身做起,以理性、和平的方式参与民主运动,勇敢表达诉求,用每一次具体的行动汇聚成推动中国社会民主进步的力量。

本次活动发起人马群表示:程方维因在海外发声被判重刑,引发广泛关注。与此同时,张雅笛在海外有公共表达,回国后迅速失去自由;胡洋因过往言论背景,回国后遭调查与拘捕;冯斯瑜在境外参与公共议题,回国后被控制、信息不明,这些个案呈现出相似轨迹。所以,今天我们为程方维发声,不仅是为了他个人的自由,更是为了一个底线:表达不应成为被惩罚的理由,一个人不应该因为表达观点,就在踏入国门时失去自由!
现场其他参与者也进行了发言,表达对相关人权议题的关注。尽管天气寒冷,但现场秩序井然,参与者情绪高涨,以和平方式持续表达诉求。本次第787次“茉莉花行动”在集体口号声中结束——“释放程方维,程方维无罪,停止跨国镇压!”

The 787th “Jasmine Action”: Standing in Solidarity with Cheng Fangwei — Protesting the CCP’s Transnational Repression

Abstract: On April 25, the 787th “Jasmine Action” was held in Los Angeles to support Cheng Fangwei, protest transnational repression, call for the release of the individual involved, and protect freedom of speech and human rights.
On April 25, 2026, the Los Angeles National Committee of the China Democracy Party held the 787th “Jasmine Action” in front of the Chinese Consulate in Los Angeles to support Cheng Fangwei and protest the CCP’s transnational repression.
The rally aimed to maintain focus on the issue of transnational repression, which has garnered increasing international attention in recent years, as well as the resulting issues of freedom of speech, human rights protection, and procedural justice. Participants believe that when a citizen’s expression abroad faces retrospective suppression, it not only impacts individual safety but also poses a challenge to the global space for free speech. They called on all sectors of society to pay attention to relevant individual cases and systemic issues, stop secret trials, and immediately release Cheng Fangwei without charges! They protested the implication of family members and demanded the return of freedom and dignity to the people! They called for the closure of re-education concentration camps and an end to the systemic persecution of Uyghurs and other ethnic minorities!
Host Lyu Cong stated:
“Cheng Fangwei is a conscientious Han Chinese youth who embraces diverse beliefs and spoke out publicly on the free soil of overseas lands for ethnic minority compatriots in Xinjiang who are suffering systemic persecution. There was no public trial, no written judgment—only a heavy sentence of six years under black-box operations and a fabricated charge of ‘inciting secession.’ What is alarming is that this kind of suppression is not confined within a single country; it is crossing borders, constantly extending and spreading overseas.”
Host Zheng Zhou stated:
“If a young person is viewed as a threat simply for trying to protect their family, caring for vulnerable groups, and expressing sympathy and kindness, then what truly deserves reflection: the individual, or the system behind them?”

Democracy Party member Jiang Junliang stated:
“This is not just the tragedy of Cheng Fangwei alone! This is a butcher’s knife hanging over the head of every overseas Chinese and every international student! This is ironclad evidence of the CCP reaching its black hand abroad to carry out ‘transnational repression’ against awakened youth! What do they want to tell us with this heavy six-year sentence? They want us to be afraid, they want us to shut up, and they want us to coldly turn our heads away when we see our compatriots suffering! We cannot help but ask: Who exactly is splitting the country?! Is it a young student trying to protect his parents and support vulnerable groups? No! Those who truly split the country are the powerful authorities who build high walls and manufacture hatred and isolation!”

Democracy Party member Xiao Jiacheng stated:
“Cheng Fangwei was criminalized for his speech and sentenced for expressing differing opinions; I express my strongest condemnation and protest against this. I protest the high-pressure rule of the governing authorities’ power. I harbor serious doubts regarding this charge of ‘splitting the country.’ How can this ‘highly correct’ and ‘absolutely advanced’ Party be afraid of a mere international student?! To the point of imposing a heavy sentence! Taking Cheng Fangwei as an example, anyone who opposes this dictatorial government could be persecuted! Let us act together to speak up for Cheng Fangwei and ensure such persecution and crackdowns never happen again!”

Democracy Party member Li Tie stated:
“Strive for the welfare and rights of the Chinese people, and the right to speak freely. Stop transnational repression and protect the basic human rights of overseas Chinese and international students!” He concluded by shouting the slogans: “The people want votes, the people want freedom, we want democracy!”

Democracy Party member Li Yuxin stated:
“Today we are here to speak for Cheng Fangwei. He was sentenced to a heavy crime because of his expression of views, without a transparent trial or a clear process, which is unconvincing. If expression requires paying the price of freedom, then silence becomes the only choice, but we cannot accept that. We stand here today to guard a most basic bottom line: expression should not be criminalized, and procedures should be open and transparent.”

Event Leader Ni Shicheng stated:
“The reason they are being suppressed is that China’s centralized dictatorial policies have deprived the Chinese people of freedom of speech and freedom of assembly. I hope everyone starts with themselves, participates in the democratic movement in a rational and peaceful manner, bravely expresses their demands, and uses every concrete action to converge into a force that promotes democratic progress in Chinese society.”

Event Initiator Ma Qun stated:
“Cheng Fangwei was heavily sentenced for speaking out overseas, which has sparked widespread concern. Meanwhile, Zhang Yadi engaged in public expression overseas and quickly lost her freedom upon returning to China; Hu Yang was investigated and arrested upon returning home due to her past speech; Feng Siyu participated in public issues abroad and was controlled upon returning, with her information remaining unknown. These cases show a similar trajectory. Therefore, today we speak for Cheng Fangwei not only for his personal freedom but for a bottom line: expression should not be a reason for punishment, and a person should not lose their freedom the moment they step back into their home country just because they expressed a viewpoint!”
Other participants at the scene also delivered speeches, expressing concern over relevant human rights issues. Despite the cold weather, the scene remained orderly and the participants’ spirits were high, continuing to express their demands in a peaceful manner. This 787th “Jasmine Action” concluded with collective slogans: “Release Cheng Fangwei, Cheng Fangwei is innocent, stop transnational repression!”
