Washington, D.C. Commemorates the 37th Anniversary of June Fourth: Congressional Press Conference, Hearing, and Candlelight Vigil Held in Succession
Photojournalist: Guan Yongjie
Summary: Commemorative activities for the 37th anniversary of June Fourth were held in Washington, D.C., including a congressional press conference, a hearing on transnational repression, and a candlelight vigil. Political figures and democracy activists attended together, calling for attention to human rights, commemorating history, and opposing transnational oppression.
On the occasion of the 37th anniversary of the 1989 Beijing Tiananmen Square incident, people from various regions, ethnic groups, and organizations around the world used various forms to commemorate all those who peacefully strove for freedom, accountability, and opposed corruption. The journalist participated in three commemorative activities in Washington, D.C. on June 4:
Activity 1: U.S. Capitol — Bipartisan U.S. Members of Congress Press Conference Commemorating the 37th Anniversary of the Tiananmen Square Incident
The press conference was led by the U.S. House Select Committee on the CCP. The committee’s Chairman, John Moolenaar (a Republican U.S. Representative from Michigan), served as the moderator, and the committee’s Ranking Democrat, Raja Krishnamoorthi (a Democratic U.S. Representative from Illinois), attended alongside him.
Among the seated guests were three individuals who were student leaders during the 1989 Democracy Movement: Mr. Wang Dan, head of the “Dialogue China” think tank; Mr. Zhou Fengsuo, Executive Director of “Human Rights in China” (HRIC); and Xiong Yan, a retired former U.S. Army chaplain. Other guests included Ms. Huang Ciping, Executive Director of the Wei Jingsheng Foundation, and Claire Lai, the daughter of Mr. Jimmy Lai.

John Moolenaar, Chairman of the House Select Committee on the CCP, stated that as the United States is about to welcome the 250th anniversary of its founding, the founding spirit of freedom and democracy has not only shaped America but has also long inspired people fighting for freedom around the world. Meanwhile, the Tiananmen Square incident thirty-seven years ago has made “Tiananmen” synonymous with the massacre of innocent, freedom-loving citizens. Lawmakers from both parties agree that the CCP is “on the wrong side of history.”

Liu Jun, one of the student leaders of the 1989 Democracy Movement who later arrived in the United States via the rescue of “Operation Yellowbird” and currently serves as a lawyer in the California Bay Area, has become one of the typical victims of the CCP’s transnational repression due to the tracking and transnational harassment that he and his daughter have encountered on U.S. soil in recent years. At the press conference, he testified based on his personal experience and accepted media interviews to share his experiences from back then, urging the public to remember this movement, and calling on people “not to forget those who are still held in prisons today for participating in the democratic resistance back then.”

Representative Raja Krishnamoorthi held up the classic image from the Tiananmen Square incident, “Tank Man,” and said: “Today, we remember ‘Tank Man’ because of the qualities he embodied, and the qualities embodied by all those who participated in that protest and massacre. Why? Because today in China, there are still many people suffering from ongoing oppression. I am referring to the Tibetans, I am referring to the Hong Kongers, I am referring to the Uyghurs, and I am referring to all dissidents. We will not forget them, just as we will not forget ‘Tank Man’.”

When he turned the image over to reveal the blank side, he used this gesture to point directly at China’s current censorship and human rights situation (blocking information and covering up the truth).

Claire Lai, the daughter of Mr. Jimmy Lai, was present at the press conference (second from the right).

Members of the China Democracy and Human Rights Alliance, who had traveled from Seattle, San Francisco, Los Angeles, New York, and other places, unfurled banners at the scene to protest the Chinese government’s “transnational repression” against dissidents exiled overseas.

Activity 2: Dirksen Senate Office Building — Hearing on “The PRC’s Threats to Americans: Transnational Repression & State-Level Responses”
This was an official hearing held by the Congressional-Executive Commission on China (CECC) at 1:30 PM (EST) on June 4, 2026, at the U.S. Capitol.
The moderator was Chris Smith (U.S. Representative, Republican from New Jersey, currently serving as the Co-Chair of the CECC). Other committee members on the panel included: Dan Sullivan (current U.S. Senator, who also serves as the current Chairman of the CECC); and James McGovern (U.S. Representative, current Ranking Member of the CECC).

As members of this hearing, Chris Smith and Dan Sullivan, in their opening statements, strongly condemned the CCP authorities’ attempts to isolate and intimidate dissidents on American soil through transnational oppression tools such as physical violence, digital harassment, and the intimidation of family members. They emphasized that this is not only a human rights issue, but also a direct provocation to U.S. national sovereignty, and called on the federal government to strengthen law enforcement collaboration with state and local governments.

Representative James McGovern, as the lead representative for the Democratic Party on the commission, also delivered a speech from the main seat on the panel. He pointed out that “long-arm jurisdiction” targeting individuals with different political views cannot be tolerated by American society. He strongly urged Congress to accelerate the promotion of the bipartisan “Transnational Repression Policy Act,” which would fully empower the U.S. Department of State and law enforcement agencies to use stricter legal measures to counter foreign agents who track, harass, or intimidate residents on American soil.

Witnesses testified from the witness stand respectively:
1. Stephen J. Cox, Legal Counsel to the Governor of Alaska and former U.S. Attorney. He emphasized that U.S. state governments and local authorities are playing an increasingly crucial role in responding to the PRC’s long-arm jurisdiction. Because such geopolitical conflicts have extended into everyday frontline areas such as local infrastructure, new technologies, and consumer protection, state governments must strengthen inter-agency cooperation to protect local residents and supply chain security.
2. Eliot Bostar, Nebraska State Senator. He pointed out that the PRC’s transnational repression and malign influence are not confined to Washington, D.C., but pose a direct threat to “every state and every community” across America. He called for countermeasures at the state legislative level to prevent local businesses, universities, and public officials from being coerced and infiltrated by the Chinese side.
3. Arthur Liu, Owner of Inter-Pacific Law Group and one of the student leaders of the 1989 Democracy Movement. As a direct victim’s family member of transnational repression (Note: His daughter is Alysa Liu, a U.S. figure skater, who was previously stalked and placed under espionage surveillance by individuals suspected of working for the Chinese government), attorney Arthur Liu testified based on his personal experience. He exposed the malicious methods used by the Chinese side’s long-arm jurisdiction to intimidate, stalk, and harass legal residents, dissidents, and their families on U.S. soil, and called for more substantive protection from federal and local law enforcement agencies.
4. Anna Kwok, Board Director and former Executive Director of the Hong Kong Democracy Council (HKDC). She described the severe physical security threats and “long-arm jurisdiction” that Hong Kong activists are currently facing overseas. She specifically mentioned that due to her public advocacy abroad, her relatives remaining in Hong Kong (such as her father) have been targeted, detained, and subjected to retaliatory trials and punishment by the Hong Kong government. She exposed the Chinese side’s strategy of using “global tools of coercion”—including physical attacks, digital harassment, and the collective punishment of domestic family members—to silence overseas dissidents.

The China Democracy and Human Rights Alliance, a democracy group invited to attend this hearing, submitted a report to the commissioners through its Chairperson, Jin Xiuhong. According to Chairperson Jin, the report contains materials detailing the transnational repression encountered by herself and members of her organization.

Activity 3: Victims of Communism Memorial — Candlelight Vigil for the 37th Anniversary of the June Fourth Tiananmen Square Massacre
On the evening of June 4, 2026, the Victims of Communism Memorial Foundation (VOC) held a candlelight vigil for the 37th anniversary of the June Fourth Tiananmen Square Massacre in front of the Victims of Communism Memorial in Washington, D.C.
Before the memorial activity even began, memorial flowers and several photographs of the victims from the massacre back then had already been placed in front of the Goddess of Democracy statue.

Dr. Eric Patterson, Chairman of the VOC, presented the “2026 Dissident Human Rights Award” to Hong Kong democracy activist Frances Hui, in recognition of her spirit of resistance.
In her speech, Frances Hui stated, “Courage is not the absence of fear, but the choice to assume responsibility in the presence of fear.” She remarked that although the candlelight in Hong Kong’s Victoria Park has been extinguished, the spirit of resistance has been passed down. She dedicated the award to imprisoned Hong Kong political prisoners (such as Chow Hang-tung, Lee Cheuk-yan, and Jimmy Lai), the Tiananmen students of that year, and the over one million Hong Kong people who marched for freedom.

Attorney Arthur Liu led the attendees present in observing a moment of silence for the victims of June Fourth. In his speech, he expressed his gratitude for the help of the Hong Kong people back then, and called on the CCP to release all political prisoners in mainland China and Hong Kong.

Joey Siu, an overseas Hong Kong democracy activist, delivered a speech as a spokesperson for Amnesty International’s overseas Hong Kong chapter. She stated that Victoria Park was a beacon of freedom, and for the past several decades, Hong Kong was the only place on Chinese soil where June Fourth could be publicly commemorated. Those candles in Victoria Park back then were lit not only to mourn the civilians and students who sacrificed their lives in Beijing in 1989, but also for Hong Kong’s own freedom. Furthermore, the annual June Fourth vigil itself was a declaration of identity of “who we are,” signaling that “we still remember the historical truth that the regime attempts to forcibly erase and falsify.”
She noted that since the space to speak the truth no longer exists within Hong Kong itself, overseas Hong Kongers and social activists have now taken on the responsibility of carrying the torch of June Fourth on the international stage. We should collectively demonstrate a steadfast resilience in confronting dictatorship. Through the candlelight in Washington, she showed that groups such as Hong Kongers, mainland Chinese dissidents, Tibetans, and Uyghurs will continue to stand together and fight concurrently on the path of resisting oppression and totalitarianism

Piero Tozzi, who long served as the Chief of Staff and Senior Legal Counsel for the Congressional-Executive Commission on China (CECC) and currently serves as the Senior Director for China Policy, is one of the most active officials within the U.S. government promoting the countering of transnational repression. In his speech, he stated that the CCP bans the commemoration of June Fourth, adding: “Just as George Orwell, the author of 1984, wrote: ‘Who controls the past controls the future: who controls the present controls the past.'”

Jan Jekielek, an editor for The Epoch Times, criticized the appeasement policy toward China and denounced the atrocities of the CCP’s forced organ harvesting. He called on all sectors of society to stand together with the people of faith, Uyghurs, Tibetans, and others who are still fighting.

Ilshat Hassan Kokbore, a Uyghur human rights activist from Xinjiang, stated that we must oppose the CCP’s normalization of persecution. He remarked that commemorating the Beijing Tiananmen Square Massacre is a refusal to forget, because forgetting enables further atrocities.

Tsultrim Gyatso, a representative of Tibet, stated in his speech that the CCP’s repression of Tibet is still ongoing today.

Ms. Ciping Huang, Executive Director of the Wei Jingsheng Foundation, delivered a speech. She emphasized that everyone gathering under the statue today “is to reignite hope and overthrow the CCP.” She pointed out that it is now visible that more and more ordinary people in China, and even individuals within the military, have gradually awakened. She offered an optimistic outlook, stating, “China’s hope lies just ahead, and the dawn of democracy and freedom is right before us.”

Members of the public and representatives from various sectors participating in the vigil
